A question about salvation for gentiles

Did God always plan to offer salvation to the gentiles (non Jews)? I just finished reading Acts. There are references to the fact that when the Jews turned their backs on the salvation message, it was offered to the gentiles. Acts 28:26-28 Acts 13:44-48 Any thoughts or scripture?

My understanding is that it had to be brought to the Jews first and then to the Gentiles. Because the Jews were the chosen people. But I don't see anything to suggest that it was only planned for the Jew because God knew from the beginning that the bulk of them would reject it. Hence the "remnant" applies to both the Jew and the Gentile.
